I stenciled the floor of our new business did not apply base coat to floor used stencil directly on the bare concrete. For stencil decided on Sherwin Williams paint (aqua and off white -paint I used on walls/ ceiling)then applied 2 coats polyurethane which turned concrete brownish - we were so pleased with the results and so we're our customers! Wish I could send you a photo!
